A federal Philippines means that a measure of the chief executive’s power — like the control of tax revenues, designation of official languages — is devolved to the regions and provinces to allow them the freedom to effectively administer themselves under the ultimate power of the central government. The regions and provinces are now organized into federal states, ideally created by ethnic lines and families or what are called <i style="text-align: justify;">ethnic states</i><span class="Apple-style-span" style="text-align: justify;">.</span></div>

<div style="text-align: justify;">
The diversity of Philippine culture, as well as economic reasons like the existence of potentially excellent ports (which usually become the center of progress), demands that there be 22 ethnic states. The Philippines will retain its presidential executive and bicameral congress; no shift to a national parliamentary system is necessary. However, the ethnic states have the discretion over their system of government, and may choose to adapt a different kind.<br />
<br />
Politically an ethnic state may be a unitary state, which is a plain conurbation of towns and cities; they may also be a state composed of provinces, with the capital being a state territory, much like Manila in the regional sense; or a state with a province or two as substates. The forms of state government possible are:</div>
<ol>
<li style="text-align: justify;">the current gubernatorial system, where a governor is elected by popular vote,</li>
<li style="text-align: justify;">a parliamentary system, where towns and cities elect representatives instead of mayors, and these representatives in turn elect the 'chief minister' as it was called by the MILF,</li>
<li style="text-align: justify;">a gubernatorial-parliamentary system, applicable in federal states with substates: for example, the State of Tagalog elects a governor by statewide popular vote, but its province, Marinduque, elects their own chief minister at the same time,</li>
<li style="text-align: justify;">A revival of the old rajahnate system in the democratic form, similar to parliamentary system only that the chief minister is called <i>rajah</i> and the mayors, who now convene into a parliament, are called <i>datus</i>. This is better applied in homogenous states and provinces. In states with provinces or substates, the rajah is ideally elected by the province or substate only, with a governor chosen by popular vote of the entire state.</li>

The economy of a federal Philippines is characterized by genuine <i>fiscal decentralization</i> and regional <i>specialization</i>. Fiscal decentralization is the distribution of financial functions from the national government to the regions; and specialization happens where federal states, their cities and provinces, devote their resources to separate industries.</div>

Fiscal decentralization was begun with the Local Government Code of 1991, where expenditures, agency services and operations are transferred from Manila to the provinces, cities and municipalities. Did this work, though?</div>

If local governments are to carry out decentralized functions effectively, they must have an adequate level of income, as well as the authority to decide on their expenditures — both problematic in the Philippines.</div>
<ol>
<li style="text-align: justify;">Are you familiar with SARO? NCA? GAA? Complicated stuff. But here's what it all means: The local government cannot spend without Manila's thumbs up — no allocation, no allotment, no release. And that means no incentive for the local government to <i>save</i> and manage their expenditures, because budget is fixed, there's no discretion for them to change it, and if they do get some savings, they'd just get less allotment the next year.</li>
<li style="text-align: justify;">Local governments have failed to raise enough revenues to cover expanded costs, leading to dependence to the national government for additional funds, which means a weakening local fiscal autonomy. How the local government can raise more funds? This leads us to our second economic concept.</li>
</ol>

It's not only Metro Manila that is the potential commercial powerhouse of the Philippines. There's Cebu and Davao. Then you add Batangas, Iloilo, Cagayan de Oro, Dagupan, Tacloban, Dadiangas (General Santos), Laoag, Albay (Legazpi), Cotabato. ... You have over 20 potentially strong commercial centers in Asia. And there are over 20 kinds of industries in the world. Why are these cities not doing well enough?</div>

Answer's easy: Because we have a unitary government, all energy is focused on Manila, that's why Manila is congested beyond its physical capacity, and the other cities are left in the lurch. Federalism, that's what we need. And when we do become federal, that's when we answer the real question: How can the cities outside Metro Manila raise more revenues?</div>

They <i>specialize</i>, of course. They don't have to be in the same industry as the others. They can pursue separate industry and be good and powerful in it.</div>

And there happens to be a huge vacuum of industries in the country. We merely export electronic parts to other countries; why not make whole appliances in Iligan? We don't produce computers; why not develop some in Iloilo? We import our fabric from India; why not host a cotton industry in Antique, whose natives have to migrate to Iloilo to make decent living? We get our milk from New Zealand; gosh, Masbate's an entire ranch of an island. Then maybe we can finally decongest Metro Manila by extracting the industrial center and putting it in Davao, and perhaps get a more meaningful cultural center right at the heart of the archipelago, in Cebu, where it is accessible to all Philippine peoples. But these cities can hardly shine, because they are not empowered.</div>

When the different cities do specialize, the fiscal decentralization should match this, too. If the ancient producer of <i>balangay</i>, Butuan, pulls off the country's biggest shipbuilding industry, the Maritime Industry Authority (MARINA) should be based there. If Samar-Leyte develops a sustainable pulp-and-paper industry, government should place a forestry agency there, one that bolsters the agriculture and not another fruitless bureau of environmental protection. Palawan is the Philippine's last ecological frontier, it would be symbolical and strategic for it to hold the central office of the Department of Environment.</div>

It's crucial that a city with great potential be given ample opportunity. This was the economic consideration when this blog came up with 22 federal states, ensuring that a lone potentially great city, so long as their is one ethnic group to care for it, belongs to a separate state. As an example, while practically ethnic twins, Lanao and Maguindanao are two separate states; because Lanao has Iligan, and Maguindanao has Cotabato. While home to a multiplicity of ethnic groups, ironically the Philippines does not currently maintain a record of its peoples' ethnicity, putting everyone under the broad umbrella of 'Filipino citizenship'. Nor does the Philippine government support its indigenous languages, imposing Tagalog as medium of instruction in public schools instead of the student's mother tongue. And while the the Constitution prescribes freedom of religion, without discrimination or preference, the government pours support into churches and sometimes mosques in the form of generous donations and partiality in legislative debates. As a result, indigenous cultures are dying, languages are dying, native religions are dying.</div>

A federal Philippines gives autonomy to its ethnic states, enabling the latter to designate their own official languages, thereby protecting the native languages from deep deterioration and consequent extinction.<br />

Being ethnic in nature, the different federal states would also nourish their own cultures — their clothing and fashion, literature, performing arts, architecture — as it is their cultural identity that distinguishes them from the other states.<br />
<br />
While freedom of religion would still hold even inside ethnic states, discouraging their own leaders from favoring one religion over the other, the indigenous religions present in these states are protected from the mainstream religion prevalent in others. There is at the same time a favorable environment for the indigenous religion to subsist, as religion is a fundamental part of the people's culture, which becomes the distinguishing identity of the state from the rest of the Philippines, for which the religion would be nourished.<br />
<br />
Unity in diversity, this is the cultural assumption by which Philippine federalism works. We are different tribes choosing to be one nation. And the more freedom we get in nurturing our own subcultures, the more united we will be.<br />

The Philippines is a federation that hasn't yet been. For an archipelago originally home to a collage of rajahnates, sultanates and barangay chieftaincies, if this were to end up as one nation without imperialists coming to capture and carelessly consolidate the different tribes into a single colony, the Philippines would have been a federation.<br />

If you take a look at the ethnic composition of the Philippines, you see that it is heterogeneous, not homogeneous: It is made up of a number of ethnic groups. And this fact is not only a matter of social or cultural differentiation, but of political as well: the earlier political systems of the Philippines, before the Spaniards arrived, reflect this diversity. Separate rajahnates and sultanates ruled the archipelago, from Maynila, Tondo and Mait in the north, to Cebu, Butuan, Maguindanao and Sulu in the south. If these states, if these ethnic groups, unbroken by Spanish and American colonization, have come together, it would have been a federation.</div>

When the United States of America yielded and handed over their republican system of government to the Philippines, they did not put in with it federalism, which was already coexistent with their democracy at the time. Logically because their original motive was to assimilate "benevolently" the Philippines into their country, as an entire federal state like they did with Hawaii, which would have made America a union of fifty <i>and one</i> states.</div>

Yet in the early elections after the establishment of the unitary Philippine republic, federalism was a campaign issue: proof that there may be a need for it. But this noise was drowned by concerns over keeping the national sovereignty intact, as evidenced by the system of picking running mates, where either the presidential candidate or the vice-presidential comes from Luzon, and the other from the Visayas or Mindanao. Wary of dismembering the fledgling republic, leaders put federalism to the sidelines.</div>

It was not until April of 2008 that a formal motion was made in Congress to switch to a federal system of government. Authored by Aquilino Pimentel, Jr. (the very same author of the Local Government Code, designed to empower the regions, but apparently proves inadequate), Joint Resolution No. 10 sought to convene Congress into a constitutional assembly that would transform the Philippines into a federal republic of 11 states. With the 2010 election fast approaching, however, and the suspicion of Filipinos over a scheme of incumbent officials to stay in power by means of the change of charter, the move was eventually shelved.</div>

The campaign for a shift to a federal Philippines goes on, nonetheless. This blog makes another channel for the call. And this blog goes beyond calling for federal states. Living off a stony soil difficult to till, the Ilocano are characterized as hardworking and frugal, with generally sturdy physique. <b>History</b> Even before the advent of the Spaniards, the western coasts of Northern Luzon, from Pagudpud in the north (then part of Bangui) to Luna in the south (then called Namacpacan), were acknowledged as one region: the land of Samtoy. It was called <i>Ylocos</i> by the Spaniards, who accordingly organized it as a single province, up until it was split into Ylocos Norte and Ylocos Sur in 1818. Ilocos’ southernmost town of Bacnotan was founded a few years after its inception, but was ceded to the newly created province of Pangasinan in 1611, and in 1850 joined by Bangar, Luna and the not-so-long-ago founded municipality of Balaoan to become part of the new province of La Union. Cordillera, a prospective, landlocked state found in the Cordillera Central, the largest mountain range in the Philippines. <br />
<br />
<b>History</b> The first Cordilleran province to take shape was Abra, then called <i>El Abra de Vigan</i>, "the Opening of Vigan," in respect to the valley that opens into the rich basin comprising most of the region. Since then, more provinces (<i>commandancias</i>, to be exact, military outposts which could later evolve into provinces) sprouted along the Cordillera; but as the Spaniards have not exactly succeeded in conquering the natives, these provinces were ill-organized, unsteady, and kept changing. Even so, by the time the Americans arrived, the provinces of Ifugao, Kalinga and Bontoc were already in existence. Not to be left out, of course, were the provinces of Lepanto and Amburayan, although no longer extant today.<br />
<br />
Inadvertently or not, the Americans had gone nearest to creating a one Cordillera. In 1908, with the sole exception of Abra, which had been annexed to Ilocos Sur only to be re-separated around 10 years later, and the inclusion of Benguet and Apayao, which are both ethnically different, all the Cordillera provinces were amalgamated into one, the Mountain Province (English for <i>Cordillera</i>). Unfortunately, in 1920, on the sheer basis of economic considerations, the western borders of this single province were pushed eastward, causing the dissolution of Lepanto and Amburayan, ironically after a proposal to carve out the twin subprovinces as one province was seriously considered. Still, while they have been broken up among their neighbors — Ilocos Sur, La Union and Benguet — the people in this parts remain, until today, a distinct Cordilleran ethnic group, deprived of a province of their own.<br />
<br />
The remaining subprovinces of the Mountain Province regained their provincial status 45 years after Philippine Independence, with Kalinga yet to split about 30 years later. Then Marcos rose to power and these provinces were cut between the Ilocos and the Cagayan Valley Regions. Pleas for unification were left unanswered until Cory, who regrouped the Cordillera provinces, this time including Abra but without Lepanto and Amburayan, as a single administrative region.<br />
<br />
Thereafter, moves to convert what is left of Cordillera into an autonomous region were made in Congress, but were all rejected in plebiscites. <b>History</b> From a mayoralty (<i>alcadia mayor</i>) of Pampanga, Pangasinan became a province in 1611. However, 11 of its northern municipalities, including San Juan and present-day San Fernando City, were relinquished for the creation of La Union in 1850, and this was followed by the cession of Paniqui and other southern towns to Tarlac in 1875. Originally part of Central Luzon, the province of Pangasinan was transferred to Ilocos Region in 1972 by a decree of Ferdinand Marcos, who is an Ilocano. This elicited outrage from many Pangasinense, on account that Pangasinan has an ethnic identity quite distinct to that of Ilocos to be counted part of it. Up until today, with a population and an economy bigger than that of all the original Ilocos provinces put together, the Pangasinense are standing their ground.
